most formulators know that water-soluble surfactants can be added to water-based formulations to alter surface tension, spreadability and feel. many formulators are unaware that there are so many oil-soluble silicone polymers that can perform the exact same function in oil. the ability to change the feel of the oil phase by adding less than 5% of a properly selected silicone surfactant provides the ability to maintain a platform and provide a different type of superior aesthetic that consumers view as unique and desirable. since the platform ingredients are the same, there is little need for qualified new raw materials.
